Appropriates $5,000,000 to the Colorado State University System for the 2022-23 fiscal year to upgrade and expand the Colorado State Forest Service seedling tree nursery located in Fort Collins.

Requires nursery upgrades including greenhouse repairs and expansion, shade house structure improvements, water/irrigation system upgrades, equipment replacement, and modern pest control measures.

Mandates the nursery contract with professionals to conduct an analysis of priority capacity and knowledge investments needed to address reforestation needs related to wildfires, floods, insects, and diseases.

Requires the State Forester to submit annual reports by June 1 to the Wildfire Matters Review Committee detailing how appropriated funds were used.

Section 23-31-319 is repealed effective January 1, 2025, and the bill takes effect 90 days after final adjournment unless subject to referendum petition filed by November 2022.
