Suspends the requirement in Colorado Revised Statutes 2-2-703 that bills resulting in net increases in state prison imprisonment must include five-year appropriations for capital construction, operating, and parole costs, effective July 1, 2025.

The original funding requirement, in effect since July 1, 1991, required the appropriations committee to estimate increased corrections costs and the general assembly to appropriate funds from the general fund for the first five fiscal years following a bill's effective date.

Repeals six statutory provisions in Title 17-18 of Colorado Revised Statutes (sections 17-18-124(1)(d), 17-18-125(1)(e), 17-18-126(1)(c), 17-18-128(1)(d), 17-18-128(1)(e), and 17-18-129).

Declares the act necessary for the immediate preservation of public peace, health, or safety through an emergency safety clause.
