Appropriates $5,134,000 from the state education fund to the department of education for supplemental payments to approved facility schools in the 2022-23 state fiscal year.

Requires the department to distribute supplemental payments to all facility schools approved as of October 1, 2022, with payments exceeding the current daily per pupil revenue rate.

Grants the department discretion to determine the method of distributing supplemental payments to facility schools.

Mandates that all supplemental payments must be distributed prior to June 30, 2023.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case voter approval at the November 2022 general election is required.
