Amends Section 24-75-228 of Colorado Revised Statutes to expand permissible uses of $10 million transferred from the Economic Recovery and Relief Cash Fund to the Colorado Economic Development Fund for rural areas.

Changes language from restricting funds to "incentivize small businesses to locate in rural Colorado" to allow support for any businesses and permits broader "economic development activity in rural Colorado" as defined in Section 24-46-105.

Removes the specific requirement to support the location neutral employment incentive program (which provided cash incentives per remote employee for five years) and allows funds to be used for other COVID-19 pandemic recovery activities.

Subjects rural economic development activities to requirements in Section 24-75-226(4)(b) and Section 24-75-228(2)(a) of Colorado law.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
