Authorizes Colorado's state department to charge an administrative fee to agencies that receive commodities through federal food distribution programs, including the National School Lunch Program, Child and Adult Care Food Program, and Summer Food Service Program.

Changes the collection frequency from monthly basis to at least once every calendar year, or when an agency's account reaches a balance of $100 or more.

Applies to commodities delivered pursuant to 7 CFR 250.1 et seq. as authorized by the United States Department of Agriculture.

Takes effect 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly, subject to referendum petition procedures.
