Amends Colorado law to modify the General Fund Exempt Account, which holds state revenues exceeding the fiscal year spending limitation authorized by voter-approved Referendum C from November 2005.

Creates a new mechanism for fiscal years beginning July 1, 2020 and later to account for differences between appropriated revenues and approved excess state revenues by designating unaccounted amounts as additional approved excess revenues.

Requires one-half of any unaccounted amount to be automatically appropriated to two specific line items: Medical and Long-Term Care Services for Medicaid-eligible individuals and the State Share of Districts' Total Program Funding.

Addresses situations where appropriated amounts exceed approved excess state revenues by reducing all account appropriations proportionally to reflect the actual overage.

Declares the act necessary for immediate preservation of public peace, health, or safety.
