HB 22-1349 Summary

• The Colorado Commission on Higher Education shall enact a policy by December 31, 2022 requiring the Department to develop student success measures tracking postsecondary progression and workforce outcomes, including credit accumulation, course passage, retention rates, credential completion, employment outcomes, earnings, and time to recoup credential costs.

• The Department shall create and maintain a statewide student success data system with institution-specific interfaces and a public interface allowing interactive searches and comparisons of student success information disaggregated by race, ethnicity, gender, first-generation status, disability, and socioeconomic factors.

• The Department shall collaborate with higher education institutions, the Colorado Workforce Development Council, Department of Labor and Employment, Department of Education, and industry representatives to develop the system, with funding to update and modernize existing data collection systems.

• The Commission shall examine educational and workforce success disparities among various student populations using the data system and facilitate information sharing among institutions about promising practices.

• $3,000,000 is appropriated from the Workers, Employers, and Workforce Centers Cash Fund for fiscal year 2022-23, with unexpended money remaining available through fiscal year 2023-24.
