• Creates the Regional Talent Development Initiative Grant Program to provide grants for workforce development initiatives across Colorado regions in response to COVID-19 economic impacts.

• Establishes a Steering Committee (5-8 members including rural and higher education representatives) and Selection Committee to develop application criteria and award grants to eligible applicants.

• Transfers $91 million from the Workers, Employers, and Workforce Centers Cash Fund to a new Regional Talent Development Initiative Grant Program Fund, with no more than 7% usable for administrative costs.

• Requires grant applicants to be collaborations including industry and educational entities proposing talent development initiatives that meet regional labor market needs, create K-12 to employment pathways, and provide economic mobility opportunities.

• Repeals the program effective July 1, 2028, and requires annual reporting by November 1 on grant distributions, recipient activities, regional awards, and outcome metrics.
