Delays the road usage fee (2 cents per gallon on gasoline and diesel) from July 2022 to April 1, 2023, a nine-month postponement approved by Senate Bill 21-260.

Increases the road safety surcharge reduction for 2023 vehicle registrations from $5.55 to $11.10 per vehicle to provide additional relief to motorists.

Appropriates $78.5 million in general fund money to backfill lost road user charge revenue: $47.1 million to the state highway fund and $31.4 million to the highway users tax fund, effective July 1, 2022.

Cites rising inflation, increased fuel prices following Russia's invasion of Ukraine, and economic hardship as justification for temporarily reducing transportation-related fees and surcharges on Colorado drivers.

Appropriates $5,850 to the Department of Revenue for DRIVES system maintenance to implement the fee changes.
