• Requires the Division of Homeland Security and Emergency Management to procure and maintain a stockpile of essential materials (personal protective equipment, ventilators, and other items) available for distribution after the Governor declares a disaster emergency.

• Creates the Emergency Stockpile Rotation Cash Fund to support stockpile maintenance, funded by proceeds from sales of expired materials and any General Assembly appropriations or transfers.

• Mandates state agencies procure essential materials from the division when possible to rotate stock before expiration; allows the division to donate or sell materials as needed to prevent waste.

• Appropriates $1,881,727 from the Revenue Loss Restoration Cash Fund for fiscal year 2022-23, including $64,388 for personal services (1.1 FTE), $7,685 for operating expenses, and $1,809,654 for emergency management program administration.

• Amends the State Board of Health powers to include maintaining an adequate stockpile of personal protective equipment for infection control and staff proficiency in using such equipment during declared emergency epidemics.
