HB22-1353: Public Safety Communications Coordination

• Transfers public safety communications functions from the Office of Information Technology to the Department of Public Safety, effective July 1, 2023.

• Creates the Office of Public Safety Communications within the Division of Homeland Security and Emergency Management as a Type 2 entity with a director appointed by the division director.

• Establishes the Public Safety Communications Revolving Fund to support operations, with users charged full service costs and revenue credited back to the fund.

• Authorizes the Public Safety Communications Trust Fund with a $50 million principal limit, funded by state appropriations and user fees for acquisition and maintenance of communications systems.

• Transfers existing employees, property, contracts, and policies from the Office of Information Technology to the new office while maintaining personnel system rights and retirement benefits.
