• Creates the Small Community-Based Nonprofit Infrastructure Grant Program to provide grants to nonprofits economically impacted by COVID-19, administered by the Division of Local Government through up to ten regional access partners.

• Appropriates $35 million from the Economic Recovery and Relief Cash Fund for the 2022-23 fiscal year, with grants capped at $100,000 per recipient and not exceeding 30% of recipient's annual operating budget.

• Eligible recipients include small community-based nonprofits with budgets between $150,000-$2 million that have organizational leadership with lived experience in their communities and serve historically underrepresented populations.

• Grant funds may be used for infrastructure and capacity building including data technology, professional development, strategic planning, communications, and program expansion, but not for capital improvements, real estate, debt, advocacy, or endowments.

• All grant money must be awarded by December 30, 2024, and expended by December 30, 2026; the program repeals effective July 1, 2027.
