Requires child care centers, family child care homes, and eligible schools (preschool through 8th grade) to test all drinking water sources for lead by May 31, 2023, using state-certified laboratories following EPA Lead and Copper Rule standards.

Mandates that facilities with lead levels of 5 parts per billion or higher must shut off the contaminated source, label it, and complete remediation within 90 days, with confirmation testing required afterward.

Creates the School and Child Care Clean Drinking Water Fund with $21 million appropriated for fiscal year 2022-23 to reimburse facilities for testing and remediation costs, prioritizing child care centers and high-poverty schools.

Requires facilities to publicly post test results and remediation plans within 30 days and notify parents/guardians in relevant languages within two business days of receiving results.

Sunsets the testing requirements on June 30, 2026; allows family child care homes to opt out by providing written notice to the Department of Public Health and Environment.
