Creates the Southern Colorado Institute of Transportation Technology at Colorado State University - Pueblo to conduct education, training, and research on railroad, ground, intermodal, and surface transportation issues.

Establishes a 9-member governing board including the Colorado Department of Transportation executive director, Colorado Office of Economic Development director, transportation industry representative, rail labor organization representative, CSU-Pueblo president, and four additional members appointed by the university president.

Institute may seek and spend gifts, grants, and donations from public and private sources for personnel, research, training, annual symposium, and administrative costs, with research funding awarded through open competitive process.

Director selected by CSU-Pueblo's chief executive officer manages institute budget, employees, research funding process, and delivers annual symposium to disseminate research results.

Director must submit annual report to legislative committees detailing funded research and spending; governing board must submit annual report to Joint Technology Committee evaluating institute efficacy.
