• Directs the Department of Higher Education to establish an outreach team providing training and partnerships to schools on K-12 to postsecondary transitions, including financial aid information and completion support.

• Requires local education providers receiving grants to report annually on dropout rates, college matriculation rates, and the number of students completing federal and state financial aid applications.
