Removes the requirement that peace officers appointed in Colorado must be bona fide residents of the state at the time of appointment.

Allows sheriffs, mayors, and other appointing authorities to hire peace officers, deputy sheriffs, marshals, and police officers without Colorado residency restrictions.

Permits non-residents to be deputized or assigned to law enforcement duty under section 29-5-104(2) despite lacking Colorado residency.

Maintains the requirement that all peace officers must receive a written appointment from lawfully constituted state authorities before assuming office.

Takes effect 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly, unless subject to a referendum petition.
