• Creates the Connecting Coloradans Experiencing Homelessness with Services, Recovery Care, and Housing Supports Grant Program administered by the Department of Local Affairs to fund local communities and nonprofits for homelessness response initiatives.

• Establishes a $105 million fund from federal Coronavirus State Fiscal Recovery Fund money, with funds transferred within three business days of enactment and required expenditure by December 31, 2026.

• Eligible projects include gap financing for housing conversion, supportive services, emergency shelters, transitional and permanent housing, recovery programs, vocational training, affordable rental and home ownership assistance, and data collection systems.

• Requires grant recipients to provide matching funds as determined by the division and demonstrate how grant money will increase housing and economic security for individuals served.

• Division may expend up to 7 percent of transferred funds for administrative costs and up to $5 million for data collection and outreach efforts; all grant activities must comply with the federal American Rescue Plan Act of 2021.
