• Expands career and technical education and vocational training programs in juvenile facilities for the 2022-23 fiscal year, including purchasing equipment, updating physical spaces, contracting with Colorado State University-Pueblo for mobile learning labs, and upgrading technology.

• Prohibits employers (public and private) from asking job applicants of any age to disclose information about arrests, detentions, processing, diversion, supervision, adjudication, or court disposition related to juvenile court proceedings.

• Establishes that juvenile adjudications cannot be used as grounds for denying state employment or credentials, with exceptions for screening applicants with direct contact to vulnerable persons, child care center applicants, and law enforcement agencies.

• Clarifies that juvenile adjudications are not equivalent to adult criminal convictions and do not impose civil disabilities or disqualify juveniles from public office, state personnel positions, or military service.

• Takes effect 90 days after legislative adjournment unless subject to referendum petition, in which case it requires voter approval at the November 2022 general election.
