Creates the Displaced Aurarian Scholarship to provide free tuition for lineal descendants of residents displaced by the Auraria Higher Education Center development in the 1970s.

Eligible recipients include all lineal descendants of people who lived in the Auraria neighborhood from 1955 to 1973, expanding beyond the previous program limited to former residents and their children.

Scholarship covers tuition for undergraduate and graduate degree programs at Metropolitan State University of Denver, University of Colorado at Denver, or Community College of Denver.

Appropriates $2,000,000 from the general fund for the 2022-23 fiscal year, allocated equally ($666,666.67 each) to the three institutions.

Requires the three institutions to establish eligibility criteria in collaboration, including definitions of "lineal descendants," "eligible recipient," and required documentation.
