HB 22-1402 Summary: Responsible Gaming

• Creates the Responsible Gaming Grant Program administered by the gaming commission in collaboration with the Behavioral Health Administration to award grants addressing problem gaming and promoting responsible gaming in Colorado.

• Establishes the Responsible Gaming Grant Program Cash Fund funded by transfers from the Limited Gaming Fund ($2.5 million annually starting 2022-23) and the wagering revenue recipients hold-harmless fund, plus any gifts and donations.

• Allows grants to state agencies, local governments, and nonprofit organizations (excluding those affiliated with licensed gaming operators) for prevention, education, treatment, counselor certification, public awareness, recovery services, and data systems related to gambling addiction.

• Requires grantees to submit annual reports on grant use and outcomes; commission must submit summarized reports to the legislature by December 1 annually; all reporting requirements continue until the program repeals September 1, 2032.

• Establishes a self-exclusion program allowing individuals to voluntarily exclude themselves from participating in gaming activities, with personal identifying information kept confidential under state open records law exemptions.
