Creates the Colorado Resilient Infrastructure Board consisting of 10 members (executive director plus 9 appointed members) to oversee the state's critical infrastructure enhancement program and protect against grid-down events.

Board must identify infrastructure needs and provide recommendations for electric grid, water, oil and natural gas, and telecommunications sectors; oversee damage prevention efforts; monitor best practices; ensure utility compliance; and secure federal funding.

Board is required to report findings to the general assembly no later than 30 days after convening in the 2025 legislative session and annually thereafter, with reports addressing grid and critical infrastructure security and resiliency.

Establishes specific duties regarding grid resilience (knowledge development, expert presentations, analysis within 24 months) and cybersecurity (threat identification, incident response analysis, awareness promotion, threat intelligence sharing).

Board is scheduled to repeal September 1, 2027, and will be subject to sunset review by the Department of Regulatory Agencies before that date.
