Amends Colorado Revised Statutes 35-61-101 to include faculty at institutions of higher education in the definition of "key participant" for the industrial hemp regulatory program.

Expands the definition of key participant to encompass sole proprietors, partners in partnerships, persons with executive managerial control in corporations, and faculty at higher education institutions.

Maintains existing exclusion that key participants do not include nonexecutive managers such as farm, field, or shift managers.

Aligns Colorado's industrial hemp regulatory program with federal law requirements.

Declared necessary for immediate preservation of public peace, health, or safety under the safety clause.
