Requires Colorado postsecondary institutions with existing audit programs to permit veterans to audit courses for no credit on the same terms as other students.

Allows institutions to charge a maximum fee of $10 per course audited by a veteran.

Encourages institutions without audit programs to create veteran audit options, capped at $10 per course for the first three courses per academic semester.

Permits institutions to charge higher fees for additional audit courses beyond the first three per semester.

Specifies that veterans auditing courses for no credit are not eligible undergraduate students for College Opportunity Fund stipend purposes.
