Authorizes the legislative council's executive committee to establish policies allowing government officials, employees, and members of the public to provide remote testimony before legislative committees from centralized sites around the state.

Requires at least one remote testimony site to be located in the western slope area of the state if remote testimony is approved.

Permits video teleconferencing technology that allows testifiers to hear proceedings and communicate with committees, but does not require the technology to display committee proceedings to the public.

Allows the executive committee to enter agreements with state higher education institutions to use their facilities, equipment, and staff as centralized remote sites.

Appropriates $401,709 to the legislative council for the 2022-23 fiscal year to implement remote testimony procedures, based on an assumption of 6.0 additional FTE staff.
