Eliminates the requirement for fermented malt beverage, beer and wine, tavern, lodging and entertainment, and club license holders to register a manager with state and local licensing authorities.

Retains the manager registration requirement for hotel and restaurant licensees but removes penalties for failure to report manager changes and repeals character/reputation vetting provisions.

Implements a $30 fee to state licensing authority and $30 fee to local licensing authority when hotel and restaurant, tavern, or lodging and entertainment licensees report a manager change.

Repeals provisions requiring manager registration for tavern and lodging and entertainment licenses, including vetting procedures and registration fees not to exceed $75.

Removes the prohibition against wholesalers making deliveries to premises other than where alcohol will be sold for hotel and restaurant licensees, eliminating the registered manager requirement from this restriction.
