Creates a 30-member Alcohol Beverage Regulation Task Force in the Department of Revenue to review and modernize Colorado's alcohol beverage statutes, with a report due December 1, 2023.

Expands minimum distance between new retail liquor stores from 1,500 feet to 3,000 feet and removes distance requirements between retail liquor stores and liquor-licensed drugstores.

Prohibits new liquor-licensed drugstore licenses after the bill's effective date; existing drugstores licensed before January 1, 2022 convert to beer-and-wine-licensed grocery stores on January 1, 2026 unless they choose to remain as drugstores.

Creates new beer-and-wine-licensed grocery store license (available January 1, 2026) limited to 1,500 feet from retail liquor stores, with ownership caps phasing from 8 stores (2026-2027) to unlimited (2037 onward).

Allows alcohol delivery by any authorized person (not just employees) effective January 1, 2024 for both retail liquor stores and liquor-licensed drugstores, subject to delivery permits and state licensing authority rules.
