Submits a constitutional amendment to Colorado voters at the November 8, 2022 general election requiring citizen-initiated statutory changes to be signed by at least 2% of registered electors in each state senate district to appear on the ballot

Extends the existing 2% signature requirement from state senate districts (currently applicable only to citizen-initiated constitutional amendments) to citizen-initiated statutory changes

Amendment becomes effective if at least 55% of electors voting on the ballot measure vote "Yes/For"

Uses the state senate district and registered elector numbers in effect at the time the petition form is approved for circulation
