Adds Rule No. 55 to the Rules of the House of Representatives authorizing the Speaker to promulgate regulations for a safe and healthy work environment and to protect vulnerable members during a declared public health disaster emergency.

Speaker regulations must be distributed to each House member, the Chief Clerk, and posted on the House website.

Speaker may only invoke regulations after consulting with the Majority Leader and Minority Leader, and only when conditions for a declared public health disaster emergency are met under Joint Rule 44(a).

Speaker must provide written notice of regulation invocation to all House members, the Chief Clerk, and post notice on the House website within 24 hours.

Regulations may remain in effect only as long as the declared state of public health disaster emergency continues.
