SB22-003 Summary

• Community colleges in Colorado's state system may offer a Bachelor of Science degree in nursing as a completion degree to students with an associate degree in nursing or a practical nursing certificate, subject to board approval.

• The board must consider student and workforce demand, cost effectiveness, and accreditation and licensing requirements when evaluating requests for such programs.

• Community colleges seeking approval must provide the board with data on current partnerships with existing bachelor of science nursing programs and plans to continue those partnerships.

• At least 90 days before requesting board approval, the community college must notify the Colorado Commission on Higher Education and all state public and nonpublic institutions of higher education.

• The act takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case it requires voter approval at the November 2022 general election.
