Adds Douglas County to the list of counties entitled to appoint a director to the Urban Drainage and Flood Control District board through gubernatorial appointment.

Douglas County director appointments occur after the second Tuesday in January in each odd-numbered year and by the twentieth day of January, alongside Arapahoe and Jefferson counties.

Amends Colorado Revised Statutes section 32-11-204(5)(a) regarding regular board appointments.

Takes effect 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly, subject to referendum petition and November 2022 voter approval if challenged.
