SB22-016 Summary

• Requires voter approval at the November 2022 general election to change the Transportation Commission from 11 appointed members to 9 elected members, effective February 1, 2025.

• Establishes election of commission members from each congressional district plus one at-large member when Colorado has an even number of districts; membership adjusts automatically if redistricting changes the number of districts.

• Changes commission member terms to 4 years with staggered initial terms of 2 years for members from odd-numbered congressional districts and the at-large member.

• Transfers executive director appointment authority from the governor (with senate consent) to the Transportation Commission, effective February 1, 2025; the current executive director continues until a successor is appointed by July 1, 2025.

• Amends election code statutes to apply similar nomination, election, tie-resolution, and campaign finance disclosure requirements to Transportation Commission candidates as apply to state board of education and university regent candidates.
