Amends Colorado law to exclude revenues from fruit, vegetables, and nuts sales from the 20% nonalcohol product limit for retail liquor stores, provided these items have not been substantially modified from their original grown form.

Permits fruit, vegetables, and nuts to be cut, canned, dried, frozen, shelled, or packaged while still qualifying for the revenue exclusion.

Adds meat that has not been substantially modified from its original form to the list of excluded products, allowing meat to be cut, canned, dried, cooked, frozen, or packaged.

Takes effect 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly, or if a referendum petition is filed, upon voter approval at the November 2022 general election.

Applies to all sales made on or after the bill's effective date.
