SB 22-037 Summary

• Expands eligible entities receiving Tony Grampsas youth services funding to include not-for-profit schools and removes state agencies and state-operated programs from the definition.

• Adds student dropout prevention and intervention as a fourth funding category alongside existing programs for youth crime/violence prevention, child abuse/neglect prevention, and substance abuse prevention.

• Extends youth board member age eligibility from under 26 years to allow members to remain on the board for the remainder of their term even after reaching age 26.

• Requires grant applicants to identify and prioritize funding for programs meeting community needs, including consideration of evidence-based practices and restorative justice components where applicable.

• Allows unspent funds in the Tony Grampsas youth services fund and related program funds to carry over to the following fiscal year for continued use rather than reverting to the general fund.
