Increases the Colorado State Fair Authority board from eleven to thirteen members, with twelve appointed by the governor and one commissioner of agriculture or designee.

Changes board composition to include two residents from the county where the fair is held, two at-large members, and two residents from each of four agricultural districts (instead of requiring one resident per congressional district).

Requires at least three board members to be affiliated with each major political party and at least three to be unaffiliated for one year prior to appointment, as shown in voter registration records.

Mandates four of the twelve appointed members be involved in the agricultural industry and requires the governor to attempt ensuring geographic diversity across the state.

Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition procedures.
