Eliminates the requirement that student academic growth constitute a specified percentage (50%) of teacher and principal evaluations beginning with the 2022-23 school year, instead making it one component of a comprehensive evaluation alongside quality standards.

Directs the State Board of Education to adopt rules ensuring student academic growth is measured by a combination of objective indicators identified before the evaluation cycle, which may include formative and summative assessment scores, student academic work, and achievement of student learning objectives.

Restricts the use of collective student assessment scores to particular grade levels or individual school buildings only, prohibiting their use beyond the school level or across multiple schools for evaluation purposes.

Limits collective assessment data use to five specified purposes: identifying instructional strengths and challenges, explaining unexpected results or trends, implementing improvement strategies, and assessing the success of collective strategies.

Adds language to legislative declarations affirming that licensed personnel are dedicated to improving student learning and committed to using student academic performance data to improve professional practice and develop best-practice strategies.
