Allows registered voters in Parker, Douglas County to consolidate the town's status as either completely included in or completely excluded from the Regional Transportation District (RTD) through two separate ballot questions.

Ballot questions may be initiated by petitions signed by at least 5% of registered electors or by resolutions adopted by Parker's governing body, with elections held at the November 2022 general election or any subsequent regular local election.

If one ballot question passes and the other fails, the approved question takes effect; if both pass, only the question receiving more votes takes effect; if neither passes, district boundaries remain unchanged.

If voters approve exclusion, the effective date is the earlier of December 31, 2050, or when all district securities pledged before January 1, 2022, are repaid; the RTD may continue collecting sales and use taxes from Parker during this period if providing reasonably proportional service (at least 50% of tax revenue spent on service costs).

Town of Parker shall pay all election costs; district boundaries must be updated on official maps and documents once any change becomes effective.
