Directs the Department of Revenue, Secretary of State, and Office of Information Technology to conduct a study on allowing registered electors to update voter registration addresses when they change their motor vehicle registration or driver's license address.

Study must analyze address changes from January 1, 2020 through December 31, 2020, and evaluate undeliverable ballots during that period to determine if voters updated vehicle registration but not voter registration.

Study shall assess feasibility and financial requirements to update programming and systems used by county clerk and recorders for vehicle registration and the Department of Revenue for driver's license addresses.

Requires submission of a report to the Joint Technology Committee by March 15, 2023, which may include proposed legislation to implement an integrated system and other enhancements to improve voter record accuracy.

This section automatically repeals effective January 1, 2025.
