Raises the optional medicaid eligibility threshold for pregnant women from 185 percent to 195 percent of the federal poverty line.

Allows the state board to reduce eligibility percentages below the new thresholds if healthcare affordability and sustainability fee funds are insufficient, but establishes minimum floors of 213 percent for children and 213 percent for pregnant women.

Modifies language throughout Colorado Revised Statutes to replace "shall" with "must" in medicaid provisions and updates references to improve statutory clarity.

Designates the act as necessary for immediate preservation of public peace, health, and safety.
