Adds community school conversion as a recommendation option when a school district fails to make substantial progress under its turnaround plan or completes five years on performance watch.

Authorizes the state review panel to recommend converting one or more district public schools to community schools, as defined in section 22-32.5-103(1.5).

Applies to both district-level school turnaround evaluations under section 22-11-209 and individual public school performance reviews under section 22-11-210.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed.
