Authorizes the University of Northern Colorado to offer specialized degree programs in osteopathic medicine.

Exempts osteopathic medicine degree programs from the University of Colorado Health Sciences Center's exclusive authority in medicine, dentistry, pharmacy, and physical therapy.

Amends Colorado Revised Statutes sections 23-40-101 and 23-20-101 to establish the authorization and clarify jurisdictional boundaries between the two universities.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless a referendum petition is filed and requires voter approval in the November 2022 general election.
