Prohibits unit owners' associations in common interest communities from increasing fees for common element use, rental, or operation by more than 10% in any 12-month period

Allows associations to exceed the 10% cap only if 51% or more of unit owners approve the fee increase

Applies only to fees charged on a regular and ongoing basis, not to limited common elements

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition filed under the state constitution
