Changes committee leadership titles from "chairman" and "vice-chairman" to "committee chair" and "vice-chair" in Colorado Revised Statutes 2-3-502.

Allows the Committee on Legal Services to take action on retaining legal counsel through a poll of committee members without holding a formal meeting, unless a committee member objects to the polling process.

Permits the Director of the Office of Legislative Legal Services to conduct polling via in-person, electronic, or digital communication with committee members, with majority approval having the same effect as a formal committee vote.

Requires the committee to post a notice of vote to retain counsel on the committee website within three business days after poll completion, specifying the counsel's name, legal matter, and the entity being represented.

Takes effect 12:01 a.m. the day after the 90-day period following final adjournment of the general assembly, unless a referendum petition is filed.
