SB22-064 Summary

• Expands the definition of "neighborhood youth organization" to include comprehensive wraparound services for children, youth, and families with a focus on positive growth and development, serving ages 5-18 (kindergarten through age 18).

• Requires neighborhood youth organizations to offer evidence- or research-based, age-appropriate programs including character and leadership development, academic supports, job skills training, behavioral health services, health and nutrition services, and other critical community-identified resources.

• Establishes that programs and services must occur primarily in facilities the organization leases, owns, or has been granted use of or access to.

• Mandates neighborhood youth organizations maintain confidential records for youth members and personnel for at least three years and cooperate with state and local investigations regarding licensing violations, child abuse, and incidents affecting health and safety of youth.

• Requires parental or legal guardian written consent for youth participation in programs and services, and allows organizations to electronically or manually track daily arrival and departure times for safety and attendance purposes.
