Creates a transparency tool for the Colorado All-Payer Health Claims Database that enables users to review health claims reimbursement data, to be implemented by January 1, 2023.

Tool must display 25th, 50th, 60th, and 75th percentile in-network reimbursement rates by payer type (Medicaid, Medicare, private insurers) with data from 2018 as the baseline year and covering three years of data.

Tool must be searchable and viewable by year, county, geographic rating area, payer type, care setting (inpatient/outpatient), and specialty, with all codes having sufficient volume reported to the database.

Administrator shall ensure compliance with all state and federal data privacy and antitrust laws for data viewed or reported through the tool.

Appropriates $155,250 from the general fund to the Department of Health Care Policy and Financing for the 2022-23 fiscal year to implement the tool.
