Prohibits use of student academic growth measures and student performance measures in evaluating licensed personnel for the 2021-22 and 2022-23 school years, citing COVID-19 pandemic disruptions to instruction.

Extends existing prohibition on student academic measures from 2020-21 school year through 2022-23 school year, specifically excluding Colorado Growth Model measures and performance plan type considerations.

Sunsets the prohibition effective July 1, 2024, allowing student academic measures to resume in educator evaluations after sufficient years have elapsed to reestablish valid baseline data.

Appropriates $21,265 to the Department of Education for the 2022-23 fiscal year from the general fund to support educator effectiveness unit administration.

Declares the act necessary for immediate preservation of public peace, health, or safety.
