• Expands the definition of "licensed personnel" to include those providing professional services to students in direct support of the instructional program, not just those instructing students.

• Requires the Department of Education to create by the 2023-24 school year: a modified rubric for consistently highly-effective teachers, public rubrics for specialized roles, free evaluator training, and guidelines for professional growth achievements as alternatives to meeting quality standards.

• Changes the student academic growth component of teacher and principal evaluations from 50% to 30% of overall ratings, with up to 10% allowable from collective school or grade-level performance measures rather than individual classroom data.

• Prohibits performance evaluations for newly hired licensed personnel (employed one year or less) from including data created before their employment start date.

• Appropriates $452,973 to the Department of Education for 2022-23 fiscal year to implement evaluation system changes and updates.
