Defines a "learning pod" as a group of children in nonpublic home-based educational programs who receive instruction together from an adult selected jointly by the parents of participating children.

Allows the selected adult in a learning pod to be a parent, adult relative, or any other person—does not require educator licensing or teacher employment requirements.

Permits parents to establish nonpublic home-based educational programs where children receive all or part of their education through learning pod participation.

Authorizes parents of children receiving Hope Scholarships to use the scholarship funds to pay costs associated with learning pod participation and nonpublic home-based educational programs.

Takes effect 90 days after final adjournment of the legislative session, subject to referendum petition provisions; Section 2 provisions depend on passage of a separate referenced Senate Bill.
