Creates a 3-year pilot grant program (2023-24 through 2025-26) administered by the Division of Housing within the Department of Local Affairs to provide $500 one-time grants to eligible homeowners who rent residential space in their homes.

Eligibility requirements include: being an owner-occupier of residential real property as primary residence, at least 55 years of age, making residential space available for at least 180 consecutive days on a rental basis, and never previously receiving a grant under this program.

Establishes a dedicated state treasury fund to support grant awards and administrative costs (limited to 5% of fund balance), with total program spending capped at $2 million.

Requires the Division to adopt policies and procedures by March 1, 2023, publish annual reports by November 1 starting in 2024 detailing grant recipients and funding distributed, and prepare educational materials for distribution.

Mandates county treasurers include information about the grant program in property tax exemption notices sent to senior homeowners, with the Division providing the program information for inclusion.
