Creates two separate boards to manage sex offenders: an adult sex offender management board (15 members) and a juvenile sex offender management board (13 members), replacing the previous single unified board

Expands sex offender treatment provider selection by allowing offenders access to a full list of approved providers rather than limiting choice to two options, with individualized consideration of offender risks and treatment needs

Authorizes prosecutors discretion to waive sex offender evaluations when the only basis for designation is sexual offense history, with court approval

Requires the Department of Corrections to identify inmates needing or eligible for sex offense treatment by August 31, 2022, and directs the adult board to present findings to the Division of Criminal Justice by January 1, 2023

Establishes a joint application review subcommittee for provider approval, requires boards to maintain records of provider denials/removals based on criminal history, and mandates the adult board conduct a reoffense research project tracking rearrest and reconviction rates beginning September 1, 2022
