• Amends Colorado Revised Statutes sections 15-11-101 through 15-12-703 to update the Colorado Probate Code with modernized language and procedural clarifications.

• Revises intestate succession rules to clarify how estates pass to descendants, parents, and grandparents using "per capita at each generation" distribution methods and defines when relatives are deemed to have predeceased the decedent.

• Updates provisions regarding omitted children to include children born or adopted after will execution, and clarifies provisions for after-born or after-adopted children who fail to receive testamentary provisions.

• Replaces gender-specific pronouns (he/she) with gender-neutral language ("the individual," "the decedent," "the testator") throughout the probate code.

• Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition filed within that period, in which case approval by voters in November 2022 is required.
